Committee

Description/Purpose

Required Composition, if applicable

Architectural Review

Carries out the responsibilities specified in CC&Rs Section IX. Generally reviews applications for alterations, additions, improvements or replacements for 1) decks, 2) courtyard/patios, 3) windows, and 4) miscellaneous projects such as solar energy panels, satellite dishes, solar tubes, skylights, etc. The Committee meets monthly and makes recommendations to the Board regarding approval, approval with conditions, or denial of the projects.

CC&Rs

Committee. Chair and membership appointed by Board. Minimum of three voting members, maximum of five voting members, plus one alternate. Chair may not be a Board Member or a Member/Owner who resides in the same Unit as a Board member.

Budget

Purpose is to develop and propose to the Board an operating budget and reserves contribution for the upcoming year. In addition to the Treasurer as Chair of the Budget Committee, the following committee chairs are automatically members of the Budget Committee: Erosion and Fire Prevention, Infrastructure, and Landscape.

Current Budget

Committee. Chair is the Board Treasurer. No limit on number of members who are appointed by Board.

Clubhouse

Purpose is to ensure the Clubhouse is well maintained for the enjoyment of all the residents at annual events, Board meetings and for resident rentals of the facility for special events. Works with residents who wish to rent the clubhouse for special events, provides keys and manages the alarm for the event, and inspects it once it is over in order to release deposits. Monitors keys for vendors and clubhouse. Acts as liaison with security company to maintain clubhouse alarm system. Is one of several contacts on outside camera security. Schedules and monitors window cleaning, HVAC inspections, and air filter changeout in clubhouse. Schedules and monitors cleaning with the contracted cleaning service. Keeps supplies in kitchen and restrooms replenished in between monthly cleanings. Purchases and replenishes needed supplies (e.g., toilet paper, hand towels) for HOA reimbursement. Ensures the guardhouse is cleaned and maintained as needed, including window cleaning. Notifies HOA when entrance lights need servicing. Responsibilities include advising the Budget Committee on all Reserves Study expense items currently listed under clubhouse painting: interior, rehab, lighting, mechanical equipment, furnishings, safety access, flooring, appliances, and electric panels in and on the outside of the clubhouse.

Erosion and Fire Prevention

Purpose is to identify and review erosion and fire prevention issues in the Bluffs community and make recommendations to the Board. Responsibilities include advising the Budget Committee on all Reserves Study expense items for erosion and fire prevention. The Erosion and Fire
Prevention Committee will provide advice and assistance to the HOA engaged contractor for erosion and fire prevention projects and work with the Board and Property Manager to contract for appropriate services to control weed and plant growth on the fire break each year. The Erosion and Fire Prevention Committee consists of the Chair of the Budget Committee, a member of the Infrastructure Committee, a member of the Landscape Committee, and others the Chair of the Erosion and Fire Prevention Committee deems necessary to assist the committee in its duties.

Infrastructure

Purpose is to recommend changes, enhancements and repairs to the Board relating to the infrastructure of the community and to recommend the method for monitoring major work performed by contractors. Responsibilities include (1) scheduling implementation of Reserves Study items to ensure timely completion based on a well-developed contracting process; (2) advising the Budget Committee on all Reserves Study expense items, including, but not limited to, Painting - Exterior, Exterior Siding, Structural Repairs, Decking, Roofing, Paving, Concrete, Tennis Courts, Mailbox Clusters and Fencing; (3) providing advice and assistance to the HOA engaged contractor for infrastructure projects; (4) reviewing and recommending action on any issues that may be added to the work order list.

Insurance

Purpose is to annually review and make recommendations to the Board on whether to retain or replace the current broker and identify and research issues related to insurance coverage and make recommendations to the Board for resolution. Responsibilities include (1) annually review and make recommendations to the Board on the scope of insurance requirements to meet the needs of Bluff City Inc.; and (2) work with other committees to identify insurance concerns or problems, create a timeline for these items to be corrected, including notifying owners and assisting the Board in getting their approval or buy-in. Responsibilities include advising the Budget Committee on all insurance line items in the annual budget.

Landscape

Purpose is to (1) recommend to the Board a landscape contractor and monitor the contractor’s work; (2) utilize landscape budget for general landscape maintenance; make recommendations to the Board to initiate bids as needed: replacement/addition of shrubs/trees, irrigation equipment and other landscape elements; monitor installation; (3) monitor grounds to identify problems with sprinklers/grading/and other landscape issues needing repair or replacement; (4) develop a long range plan outlining strategies to mitigate problems caused by climate change and the Bluffs unique location; (5) maintain a campus with a contiguous, groomed, attractive, and safe landscape setting. Responsibilities include advising the Budget Committee on all Reserves Study expense items listed under landscape.

Arborist Report

Committee. Chair and membership appointed by Board. Board appoints a Board
member as liaison. Chair may not be a Board Member or a Member/Owner who resides in the same Unit as a Board member.

Neighborhood Watch

Purpose is to maintain a Neighborhood Watch program using the guidelines of the local Sheriff’s Department. Ten Area Captains monitor local safety issues and, if notified of a local emergency, will alert their neighbors.

Newsletter

Purpose is to develop and produce, with the approval of the designated Board member, a monthly newsletter.

Pool (Including Spa and Sauna)

Purpose is to recommend changes and updates to the Board relating to the pool area (including solar, sauna and spa), including outdoor furnishings and equipment in the patio area surrounding the clubhouse, pool and sauna. Responsibility includes cleaning and maintaining pool area and equipment (i.e., lounges, chairs, tables, and umbrellas) and the pool house. Also includes monitoring and reporting on any security issues impacting the pool area and sauna. Ensures trash/recycle bins are put out for pickup and returned after pickup. Other duties, as needed, include being the liaison/point of contact for the annual Sacramento County inspection. Responsibilities include advising the Budget Committee on all Reserves Study expense items listed under pool, spa, sauna, and recreation (bocce and horseshoe courts) including north and east patio furnishings.
